Services for People with Limited English Proficiency (LEP)

Title VI of the Civil Rights Act of 1964, 42 U.S.C. § 2000d, prohibits discrimination on the basis of race, color and national origin in any program or activity that receives Federal financial assistance.

The University of California, in accordance with applicable Federal and State law and University policy, does not discriminate on the basis of race, ethnicity, color, national origin (including limited English proficiency), religion, sex, gender identity, pregnancy, physical or mental disability, medical condition (cancer related or genetic characteristics), ancestry, marital status, age, sexual orientation, citizenship, or service in the uniformed services.

The University will consider four factors when assessing language needs and determining what steps should be taken to ensure access for LEP persons. These four factors are:

  • The number or proportion of LEP persons in the University’s service area that may be served by the University;
  • The frequency with which LEP persons come in contact with University services;
  • The nature and importance of the programs and services provided by the University to the LEP population; and
  • The resources available to the University for LEP outreach as well as the cost associated with that outreach.

The University maintains a Limited English Proficiency (LEP) Plan, which outlines how University entities will: 

  • Identify an LEP person in need of language assistance
  • Provide language assistance to LEP persons
  • Train staff to serve LEP persons
  • Notify LEP persons of available language assistance services
  • Monitor and update the LEP plan

Languages Commonly Spoken by LEP Persons at UC Berkeley

Census data indicate both Chinese and Spanish speakers are the primary LEP persons likely served by UC Berkeley programs. LEP persons who speak Vietnamese or Tagalog are also served by the University with less frequency.
